Institutional Structure of a Grama Panchayat

The Grama Panchayat is the basic unit of the local self-government institutions. It functions through an institutional structure comprising various components for implementing development activities and administrative services with the participation of the people.

1. Gram Sabha

The Gram Sabha is the general body consisting of all registered voters of the Grama Panchayat.

  • It discusses development plans, welfare activities, and budget proposals of the Panchayat and provides suggestions and opinions.
  • It ensures public participation and social oversight of the activities of the Panchayat.

2. Grama Panchayat Governing Committee

The governing committee consists of ward members elected by the people.

  • The Panchayat President is the chairperson of the governing committee.
  • The Vice-President assists the President and performs the duties of the President in their absence.
  • It takes policy-level decisions regarding development projects, financial matters, and service delivery.

3. Standing Committees

The following Standing Committees generally function in a Grama Panchayat:

  • Finance Standing Committee
  • Development Affairs Standing Committee
  • Welfare Affairs Standing Committee
  • Health and Education Standing Committee

These committees monitor activities in various sectors and provide recommendations.

4. Panchayat Office

The Panchayat Office functions under the leadership of the Secretary.

  • It handles administrative and financial matters.
  • It provides various services to the public.
  • Services include birth and death registration, issuing licences, building-related services, grievance redressal, waste management, tax collection, etc.
  • It implements various public welfare schemes in different sectors.
