CIVIC DUTIES AND RESPONSIBILITIES OF CITIZENS
Constitutional Fundamental Duties & Obligations under the Kerala Panchayat Raj Act
As active participants in the system of governance, citizens enjoy fundamental rights. It is essential to ensure that these rights are received in a firm and transparent manner. Actions contrary to this must be prevented, and responsible protection of civil rights must be implemented. At the same time, citizens have a duty to fulfill certain responsibilities toward society and the nation. These are known as civic duties, and voluntarily adhering to them is the mark of a good citizen.
1. Fundamental Duties — Article 51A of the Constitution of India (1976)
· Abide by the Constitution and respect its ideals, institutions, the National Flag, and the National Anthem.
· Cherish and follow the noble ideals that inspired the national struggle for freedom.
· Safeguard public property and abjure violence.
· Protect and preserve the rich heritage of our composite culture.
· Protect and improve the natural environment including forests, lakes, rivers, and wildlife, and have compassion for living creatures.
· Uphold and promote the dignity of women and renounce practices derogatory to the dignity of women.
· Develop scientific temper, humanism, and the spirit of inquiry and reform, while working against superstitions and social evils.
· Uphold and protect the sovereignty, unity, and integrity of India, and promote communal harmony.
2. Duties and Responsibilities under the Kerala Panchayat Raj Act (1994, 1999)
The Kerala Panchayat Raj Act defines the duties and responsibilities of citizens residing within the Grama Panchayat area. Every citizen is expected to discharge the following obligations:
· Attend Grama Sabha meetings and directly participate in the local self-governance process.
· Pay taxes promptly and regularly to ensure the own revenue generation of the Panchayat.
· Assist and support the Panchayat in various development initiatives.
· Actively participate in the planning, implementation, and evaluation processes of local schemes.
· Prevent public nuisance, refrain from illegal waste dumping, and remain vigilant.
· Cooperate with the Panchayat in sanitation, disease prevention, nutrition, and literacy programs.
· Help make the social audit process successful and transparent.
· Engage in activities that foster social harmony and participatory development.
· Remain vigilant against corruption and maladministration.
· Protect natural resources and public infrastructure facilities.
· Promote thrift and participate in self-reliance initiatives.
· Actively campaign against social evils like alcoholism, drug abuse, harassment of women, and child labor.
· Participate in environmental protection and conservation activities.
· Cooperate with authorities in the collection of statistical data.
· Provide aid and assistance to victims of natural disasters.
· Cultivate cooperative and savings habits within the community.
· Refrain from encroaching upon public land and willingly surrender land required for development projects.
· Form and support neighborhood groups (Ayalkootams) and Self-Help Groups (SHGs).
· Avoid anti-social behaviors in public spaces, such as spitting, open drinking, and smoking.
· Refrain from slaughtering animals publicly in open public spaces.
· Ensure timely vaccinations and proper licenses for domestic pets/animals.
· Comply with laws and regulations and avoid any legal infractions.
· Promote gender equality and social justice.
3. The Responsible Citizen
